Conflict ,Abuses and Humanitarian Crisis In Kachin State, northern Burma

Chinese authorities in Yunnan province have indicated they will shutdown 16 temporary camps located inside China along the border with Kachin and Shan states. The camps which are not officially supported by the UN or other major international humanitarian agencies are estimated to house nearly 7,000 people.

Yesterday, refugees at a temporary camp in La Ying, home to at least 2,000 refugees, were told by local Yunnan government officials they must leave or they will be returned by force to Burma.

The Chinese officials told the refugees to go to Loije which is presently controlled by the Burmese government, something the refugees do not want to do.

A list released December 9 by the Kachin relief group Wunpawng Ninghtoi (WPN) estimates there are presently an additional 4,800 refugees living in eight camps in Nongdao Township in Yunnan's Ruili district--- Nga Nawng Pa, Yang Lu, Nam Gu, Hka Dawng Pa, Nongdao, Lau Htaik, Na Kawng and Naung Taung.

WPN says that an additional 6,000 refugees have taken shelter among the large migrant Kachin population in Yunnan province in cities like Jang Hkong, Mangshi, Ruili (Shweli), Baoshan and Kunming.

In a related development, government officials from China's Longchuan region met today with representatives of the Kachin Independence Organization at the KIO controlled Ura Bum. Doi Pyi Sa, who chairs the the KIO's IDP and Refugee Relief Committee (IRRC) said the Longchuan officials expressed their wish to relocate back to Burma all the refugees who have crossed into China. Chinese officials have previously told the KIO to order all the refugees to return to Burma.

Doi Pyi Sa told the Kachin News Group "we will not force refugees to come back to Burma. Let the refugees make own decision about returning home, we were not the ones who suggested they come to China in the first place.”

He added however that “if China does remove the Kachin refugees who are unable to return home for security reasons, the refugees will be relocated to our (KIO) camps.” Supplies in the KIO camps however are running low and many fear the camps cannot support more people.

Many of the refugees who fled into China told the Kachin News Group that they fled to avoid being killed or raped by Burmese government troops. Burma's armed forces are known to routinely use civilians as porters and human mine sweepers.

Many Kachin had hoped that the Chinese authorities would be kinder to them considering the important role Kachin fighters played in aiding the Chinese anti-occupation forces during World War II. It was largely Kachin soldiers who fought in northern Burma to open up a strategic supply route to China. What became known as the Burma Road was used by the allies to send desperately need assistance to the Chinese resistance fighting against Japan.

This story was compiled by our correspondent in Mai Ja Yang, the second largest town of Kachin Independence Organization in Northern Burma.

Many Burmese soldiers killed during week long offensive in Wuhtau Bum area

Reports from the frontline indicate that the Burmese army suffered significant losses in the Wuhtau Bum area, home to the headquarters of the KIA’s Battalion No. 3. Reached by phone KIA officers in Wuhtau Bum claim their forces have strongly resisted the government's advance in the area, which is located in the Kachin Independence Army's Brigade No. 5.

A Kachin resident in Sadung, a village presently under the control of KIA Battalion No. 3 told the Kachin News Group on Thursday that over 100 government soldiers from the newly arrived Kalaw-based Light Infantry Division (LID) No. 55 were killed and dozens more wounded in the last 24 hours.

He said that earlier in the week many more soldiers from the Magway-based Light Infantry Division No. 88 were killed in the same area, he estimated that at least 200 hundred Burmese soldiers had been killed in the area during the past week. Several soldiers from Kachin militia groups loyal to Naypyidaw were also among the dead, the villager added.
wuhtaubum-engOver 30 military horses from the Burmese Army were seized during the past week, according to officers from the KIA’s Battalion 3.

KIA officials say that their use of guerrilla tactics have resulted in few losses for their side. Both the KIA and the Burmese army have used small arms and artillery against each other, forcing many civilians to flee for safety.

Last month representatives of President Thein Sein’s nominally civilian government and the KIO met twice for talks which have so far failed bring about a halt to the fighting. The Burmese army continues to send in troops to the area, leading many to conclude that Naypyidaw wants to bring about a military solution to the conflict.

Officials from the Kachin Independence Army claim that on Wednesday their forces killed more than 60 government soldiers attempting an offensive in Gauri Krung-Maru Ying Sung in Manmaw (Bhamo) District.

According to the KIA the heavy losses were inflicted by a combined force from the KIA’s Battalion No. 15 and their allies from the People’s Army, a sister force of the KIA.

While most of the estimated original group of 100 Burmese soldiers were either killed or had fled, the Kachin forces believe they have now encircled the remaining 30 troops , a People’s Army officer told the Kachin News Group (KNG) late Wednesday night.

A KIA officer on the scene said that Kachin resistance force’s casualties were minimal.

Two days ago, the Burmese army overran the Loi Ying, headquarters of the KIA’s Battalion 15. In June the Burmese army launched its offensive ostensibly to provide security for the Taping (Dapein) hydroelectric dam located near Loi Ying.

A KIA official named Zau Seng told KNG that the Burmese army recently sent more than 1,000 troops to capture territory belonging to the KIA’s Battalion 15, in an attempt to cut off the KIA’s Laiza headquarters from its 3rd Brigade based in Mai Ja Yang and 4th Brigade based in northern Shan State.

He dismissed the Burmese army’s claim that it launched an offensive in the area to protect the Chinese-run Dapein dam, as it was built in KIO territory with the group’s cooperation.

Fighting between the Kachin resistance and the Burmese army is currently taking place in the townships of Waingmaw, Hpakant, Myitkyina and Danai.
